Hysterectomy and tube ligation should always be available for women who have hormonal disorders, risk of cancer due to medical history in the family, frequent miscarriages, etc. It's not even a "right" it should be common sense, if a doctor is aware of this, he's bound in the ethical code to perform a procedure such as this to mitigate further health risks or even death.
