Where I work, usually minor crimes get booked and released the same day. You get a court date and you're free to go. Maybe you stay the weekend, but only people who are constantly fucking up, or who did something violent or reprehensible, get lodged for a long time. Basically rape, robbery, murder, or any level of assault that is constituting domestic violence, those are the people we hold. Also any type of override, if the judge/officer decides that you really need to be off the streets because you're a danger to the public. But they never do.
Just the other day a guy lit his sister's car on fire and was acting fucking insane, spitting at the cops, banging on his cell door and screaming random strings of numbers. He was screaming and sexually harassing the female deputies for my entire shift. We let him go. Our judge decided that Arson in the Second Degree, Menacing, and Reckless Burning are not charges we should keep someone on. He's back on the street now, probably harassing his sister again. If it's really bad, they stay at the jail until they can get transported to an actual prison. All jails are different, though. I work in the Pacific Northwest. Things are probably different in the south, east coast, etc.
Just wanted to include my two cents, since I do have experience with this kind of thing. I love the idea of the Nordic Model but I just don't think it would work in America. It's a European solution to an American problem, if that makes sense.

They are afraid to go to sleep around some of these people.
The worst part is that these desperate people are usually being ripped off. Fentanyl is so cheap to manufacture but it is so addictive, people will gladly be ripped off for another pill. I used to work retail security, and people would steal and trade one container of Tide pods in exchange for two pills. One container of Tide pods is worth like TWENTY PILLS! But because they are desperate, they will take the deal that these evil fence stores offer. These addicts are the ones getting arrested and going to jail while the stores they deal with make all the profit. It always felt so good to shut down the fence stores and get those fuckers put in prison. Sometimes it took months of work and documentation but it was always worth it.

Jail Anon again: on the subject of ICE, I can say that some states are more strict about overriding ICE than others. When I get ICE detainers at work I just delete them. I don't even read them. If it doesn't have a judge's signature, it's going in the trash. Sometimes ICE will hang around outside the jail for the person to get let go and then they just arrest them in the lot, and we can't control that, but we aren't just letting people go because ICE sent us an email.
