You can't exactly take a group like this at their word.
That said, that certainly does not rule out the possibility that they did in fact slip some of their own in among the refugees, or the small chance of an attempt at reverse psychology. But if they did do so, it's probably in small numbers, just so they can inflate their claimed numbers. If it were really in large numbers, they'd be much less likely to tell people that's what they were doing.
And even if they didn't send anyone, they have many other ways of getting their people into Europe. Forged papers, border hopping, radicalizing people who already live there…
But perhaps most significantly of all, France has accepted far fewer Syrian refugees than many of their neighboring countries. They've only agreed to accept 24,000, and so far only somewhere between 600-1000 have actually migrated there.
Based on current reports, the ISIS gunmen captured in Paris were all people who had already been living in France before the refugee crisis, and who had been recruited remotely.
So, it's pretty ridiculous to tie this attack to refugees in any way, unless further evidence comes out that a significant number of the gunmen were refugees, which seems unlikely. The refugees are the people trying to escape these ISIS nutjobs. Yes, there are issues with countries taking in massive amounts of immigrants, but that doesn't mean they're actually going to lead to more terrorism.
