I consider neocons and libertarians to be liberals and usually just use the term "liberal" to describe all of them. They all hold "liberty" as the highest good, but they just disagree on what "liberty" means and the best way to secure "liberty."

You can see this in how they all use the same terminology about rights and use the same arguing methods, trying to paint themselves as more "liberal" than their adversaries. A specific example is how anytime some issue comes up, each of these groups tries to show how they are the true anti-fascists or anti-racists and their enemies are all fascist bigots.
