Weebs love old and irrelevant Jfash styles because they don't live over there to see what's current. It's possible and quite easy to keep up with the current trends in Japan, but that would require effort, lol. Also they tend to be poor high schoolers so they have to make do, which means buying cheap stuff that only marginally fits the aesthetic they're going for.

Plus, a lot of the stuff that's really popular in Japanese alt/street fashion right now is the comparatively minimalist and a lot more streamlined, which isn't wacky and OTT enough for them I guess. The really colorful stuff is still worn, but it looks very different from what what weeaboos are wearing. Fairy-kei and Decora are pretty "dead", people still wear it but it's not super relevant. Pic related, street snaps reflect the current look that's popular in Harajuku right now.

As much as I love fairy kei, a lot of what people in the west are doing with it feels very lazy because they're copy-pasting ideas. Fashion is great because it's always changing and it's nice to get fresh new ideas and work them into the things you like.

To answer your question, fast fashion stores like Uniqlo and Wego are really big over there right now. The smaller brands like Milklim and H.Naoto have been closing their physical stores and a lot of people have been worrying that small brands are going to start closing entirely because of the bigger shops moving in and taking over.

That being said, Wego/Uniqlo and Milklim/H.Naoto and the like are like comparing apples and oranges because they each appeal to a vastly different market. The big fast stores are popular because it's not just the Alt scene people that are wearing their stuff, they're very mainstream.
