with that being said you have to do weighted squats, and take some days off for your musles to actually build up and repair themselves.
you can't change your fat distribution, and if you don't naturally gain weight there (and are willing to gain fat to get a bigger butt) your only option is to build muscle.
glute bridges are also really awesome and i swear by them, do those with weights. Squats can make your thighs thicker though, so do a google search on glute exercises that specifically target just your glutes.
