They can work, but it's largely dependent on body type imo. They make fat womanlets look even shorter and fatter, and if you've very short they're not flattering either. Otherwise you're probably fine.

I try to stick to long dresses with a defined waist, not too loose/flowy/too much material, not long enough to be close to touching the floor and I usually wear heels. Midi dresses are good if you're unsure. I'd recommend you go shopping and try some on so you can learn what won't make you look dumpy.
