She's been doing it for a long time and seems to really like it, it's her preference.
And cultural appropriation? Come on, it's garish and gaudy over the top fashion, may be a part of their culture but it's part of their incredibly superficial and consumerist culture which isn't sacred.
I personally don't think there's anything wrong or offensive being influenced by another cultures fashion, it's happened for a long, long time. If you think it's beautiful and appreciate it I can't see anything offensive about that. And I hate people that claim their fashion is more than what it is, something like Harajuku isn't like a sacred religious thing.
