Some underappreciated dark academia recs would be The Name of the Rose by Umberto Eco ans An Instance od the Fingerpost by Iain Pears. I haven't read the latter yet though.

I was wondering if there are any books, games, other music, whatever, that have the same atmosphere as this album. It sounds like a dark city full of broken neon signs, debauchery and sleazy vampires.

(Image spoilered for painting with fairly tame body horror.) Really any World of Darkness media is exactly this. Obviously Vampire: The Masquerade, but there's also Red Embrace: Hollywood. It's a visual novel with vampires but very much not the sparkly kind. I don't think there are any good endings and it's not "edgy" sad, it's seriously depressing. 10/10 would allow it to make me ponder the futility of life and wretchedness of humanity again.

NTA but if it helps, REH has tons of choices, so you aren't just reading. On the other hand, it makes the game a bitch to play again for different scenes/endings. The android itch.io apk likes to revert to demo suddenly, so thread carefully not to lose saves
